Between Beaverheimer's brainstroms and the Mayor's ego, this town is going down the tubes, its just a matter of time. Lets recap the millions of dollars wasted over the last several years. Of course Beaver would say he got grants, but that doesn't mean things are free. Why don't he try to get money for things the City needs, not for pet project, so the Mayor can leave his Legacy. An example of this is the Maine St. Project. The streets in this town are crumbling, sinking, full of potholes, and many are curbless, but Maine St.(which was on the bottom of the fix it up list) got repaved, new curbs, fancy brick inlaid sidewalks, new trees, and about 50 new streetlights, at a little under $4,000.00 each. Of course, the work extended 3 blocks East and 3 blocks West, with City Hall located in the center. But over the years, the tax paying work-<br />ing person has been taught to be grateful for a shovel or two of asphalt every once in a while.<br /> PROJECT: Hydroelectricity COST: 7 figures and probably rising, counsulting and legal fees, feasibility studies and design work. Almost $6,000,000.00 and not one nail has been hammered. OUTCOME: Nothing, Lost the permit because the people in charge did not know what they were doing and the million dollar lawyers, counsultants, engineers, and architects did not know what they were doing either. However, I'm sure the administration can beat another million or two out of this dead horse.<br /> PROJECT: WASHINGTON THEATER COST: 6 figures or more, mostly counsulting fees and feasibility studies. OUTCOME: A building rarely used with a high dollar electric marquee with a message board asking for donations to keep the board operating.<br /> PROJECT: LUXURY RIVERFRONT CONDOS COST: 6 figures or more in infrastructure upgrades and incentives to the contractor. OUTCOME: Limbo, 2 years ago all the buildings on over half of a city block were demolished for the 1/4 million dollar apiece condos. As of today, the land has been cleared, with one foun dation wall poured about a year and a half ago, and no one has set a foot on the ground since and I don't think they will again. <br /> PROJECT: MASS TRANSIT CENTER COST: Unknown, the only thing being mentioned was a $ 6 million grant to put trains, buses, and taxis in a centralized location( 2nd and Spring isn't my idea of centralized). What wasn't publicized was the fact that the grant only covered about a third of the cost, not counting a million or two operating expense each year, OUTCOME: Dead The Mayor and the Beav tried to get another $35 grand for another feasibility study a few weeks ago and the City Council just said NO. Its Done.<br /> PROJECT: WASTEWATER MANAGEMENT COST: It would take some time to explain this one, there are too many questions and coincidences. Here's the Readers Digest version. 2002, 8 wastewater employees retire. Their wages and benefits cost the City around $450,000.00 per year. The City will save this amount by not refilling these jobs and contracting EMC(Now American Water) to manage wastewater. This is were I get confused. EMC is paid $1.1 million per year so the City can save less than $1/2 million per year ??? and 8 years later EMC's annual fees has gradually climbed to $1.8 million. 2010, EMC receives a new 5 year contract, but their fees are now less than $800,000.00 per year. The Mayor and City Council are tickled pink, but not one City Offical, Counsultant, or Attorney, ask my burning question. Have you been ripping the City off for the last eigth years or what? How can you reduce your fees by 60% or $900,000.00 per year. This patnership creates too many questions and not enough answers, and people are still wondering, Where's the savings? Things that make one go Huh. The Mayor who contracted EMC in 2002, is now an attorney employed by American Water(EMC) and the EMC offical he negotiated with was John Spring's campaign manager.<br /> PROJECT: PEDESTRIAN/BIKE PATH FROM CLAT ADAMS PARK SOUTH TO RIVERSEDGE PARK(Northside Boat Club, two blocks) COST: Beaverheimer says He has received a grant of $254,000.00 to help pay for the City half of the project, which is $850,000.00. So I guess the Park District is anteing up another $850 grand. That's $1.7 million or more, so a person can walk 2 blocks and view the river, except for about half your walk the river is going to be blocked from view by the Water Plant. Also, Beav says that the Northside Boat Club has to be moved. It has been decided that after about 100 years in the same location, the Boat Club is too close to the railroad tracks. OUTCOME: Remains to be seen. Let's see, what could we do with around $2 million, the Mayor said if they don't cut a million from the budget, a firehouse might be closed, the Newcomb Hotel could use that money, it could buy a few curbs and alot of blacktop, I wonder if a 100 year old Water Plant needs any renovations, or the wastewater plant has become middle- aged. I see alot of sewers backing up, maybe they could some money.
